What takes precedence - File type control or Cloud App Control

Question that I cannot find a definite answer on: What takes precedence File Type Control or Cloud App Control?

My Scenario:
I am blocking all uploads for standard users (except for a few sanctioned areas that i have defined in a custom url category). I have a File Type Control Policy that blocks uploads and looking at putting one in for Cloud Apps as well. Do I need to? Will one policy in whichever group takes precedence suffice?

Also FYI we should have soon the capability to select Cloud App Control as a destination in File Type Control policy rather than just URL Categories.
